LYNAS : GOVT SAYS ‘SAFETY’S CERTAIN’ SO DON’T WORRY …… BUT DIDN’T THEY SAY THE SAME FOR JAPAN’S FUKUSHIMA PLANT?

It just amazes me that the UMNO led government seems to get itself into perpetual controversy  with the Rakyat.

If it’s not the ‘Cow for Condo’ controversy, it’s accusing another religion for their own bretherens’ alleged apostasy!

Now, it’s the Lynas plant in the Malaysian ‘easterlies’ that is claimed will cause harm including babies born with deformities!

How does the UMNO led government expect people to believe that everything is okay and that the government can be trusted on this Lynas project?

After all, the same was said about the ’Bukit Merah’ plant then run by Mitsubishi and closed in 1992 ……. which subsequently had such a negative health impact on its population …….. although the government claims that it has not been proven.

In any case, doesn’t the government realize that the inevitable DOES NOT occur …….. it is the UNEXPECTED that always take place.

The fall-out at the Fukushima nuclear power plant after the Japanese tsunami is a case in point.

What is of added concern is that the government’s risk management ……. just like many of its agencies ……. leaves much to be desired.

That’s because in their risk assessment exercise, only what is known to them ….. and that’s very limited to say the least ……..  are identified and tabulated for consideration.

And of course, if these ‘risks’ are limited (and simple) in nature, it is naturally easy to appear to have addressed those ‘risks’ ……….. leaving the impression that all is well!

Well, all is NOT well!

Malaysians,  especially Malays, are fed up with the patronising attitude of the UMNO led government ……. as though UMNO knows what is best for their bretherens.

Baloney?

Most likely!!

Contrary to what UMNO may think, Malays, be they educated or otherwise, have strong views about the sorry state of the education system, free speech and most importantly, rampant corruption.

That may explain why the electorate is being lured with the promise of stronger power for the anti-corruption agency, MACC …….. if the UMNO led government is returned with a two thirds majority!

Such desperation!

Even the listing of Felda, in which the people (through their cooperative) has a 51%  stake in the crown jewel, is being held up by the ‘serious concern’ expressed by the very people the UMNO led government seems to be taking for granted!

The fact that the government’s ‘golden share’ in the Felda joint venture is being considered to be used in order to ‘push through’ the listing of Felda highlights the lack of in-depth thought in the proposal!

Bottom line is that rhetoric is a thing of the past.

The substantive achievement of the government of the day will be the criteria in which the Rakyat will decide which way they are going to vote!



IS CRITICISM BEING STIFLED WITHIN ORGANISATIONS IN MALAYSIA? : SHOULD THE RESPONSE BE LIKE GEOFFREY HOWE’S “SPEECH CRUCIFIXION” OF MARGARET THATCHER?

I was reading the week end papers when I came across an article about how ex Chairman and CEO of Petronas, Hassan Marican, had left the Malaysian shores …… to take up foreign directorships in companies like Singapore Power and ConocoPhillips.

It was quite obvious that there was a falling out of sorts between him and Malaysian Prime Minister, Najib over an appointment of an individual to the Board of Petronas.

Granted, the PM had the prerogative to make such appointment but the perceived ‘interference’ in the running of a multi-national that provides a substantial amount of the government’s annual revenue income …. does not make good reading for the foreign investing audience.

The fact that Hassan Marican is somewhat perceived as a persona-non-grata in his own country ….. only adds to this perception that ‘performers of the positive kind’ are not really welcome in the Malaysian corporate environment.

It adds further credence to this notion that critics of the establishment are not really welcome to be part of the set-up ……….. thus causing a culture of ‘keeping their mouths shut’ as it is ‘not safe to speak up’!

Most people in the corporate sector end up taking care of their immediate accountability with no desire whatsoever to ensure overall achievement of the organisation.

Why is this so ……. despite the clear encouragement of most, if not all organisations encouraging such openness and collaboration?

This is because this so-called openness is only perceived as a ‘SHOW’ and not truly encouraged by the establishment.

Behaviour of this open kind would be responded to in the ‘culling’ of the person concerned in the subtlest of fashion ……….. leaving in no doubt to the minds of others that ‘keeping their mouths shut’ is the safest option.

The stifling of criticism has had dire consequences across the board in that it also had the effect of stifling growth, innovation and human capital development.

But with the Little Napoleons faced with the over-riding choice factors of cowardice, political expediency, vanity and non-conscience in deciding which option to take, it doesn’t take a lot to conclude that the country, Malaysia and its people, have been and will continue to be the biggest losers under the current administration!

This does not necessarily need to be so in other countries, though!

The cultures of other countries have seen people standing firm against intimidation and subtle coercion aimed at forced subservience.

This reminds me of the predicament I read that was faced in 1990 by Sir Geoffrey Howe (GH), a brilliant senior member of the British cabinet then headed by Margaret Thatcher (MT).

GH was having differences with MT who then began to ostracise and belittle GH.

This was the same modus operandi she did to other ‘recalcitrants’ within her Conservative party ….. who later left the cabinet in disgrace.

But not Geoffrey Howe.

He decided to rebut the insinuations and subtle allegations against his competency …….. by responding in parliament i.e. informing the world his take of developments culminating in his decision to resign as Foreign Secretary which, at the end of his speech, also ended the Prime Ministerial career of Margaret Thatcher.

Such was the venom of his words, albeit subtle and disguised, that irreversibly catapulted the unhappiness and disgruntlement of the party seniors to the fore ….. that made Margaret Thatcher’s resignation as PM a foregone conclusion.

Geoffrey Howe’s speech should be a case study for every student of speech writing and articulation.

And with the recent debate by the two Malaysian political gentlemen, let’s hope that this is the start of many future better debates/discussions on important issues plaguing the country but ignored by the current administration.

SLANTED MINISTERS, PARTIAL JUDICIARY & GREEDY CRONIES : ‘SUNSET CLOUDS’ IN THE HORIZON FOR THEM?

In August 2011, I wrote about the proposed climb down by the government in respect of the ‘dispute’ with Tajuddin Ramli, the former head honcho of Malaysian Airlines and Celcom to name a few. Click HERE

Legal suits had been brought against him from various parties including Danaharta and judgement was obtained against him.

Alas, instead of enjoying the fruits of the judgement, the government has now officially agreed to an  out of court settlement with Tajuddin without any explanation for the turn-around!

It is obvious that the government will not risk any of their perceived cronies  ‘spilling the beans’ on the UMNO hierarchy.

But to the Najib government, this is becoming too much of an irritant and liability ……. carrying the baggage of yesteryears (read: Mahathir administration) and now seriously under threat of losing Putrajaya to the Pakatan Rakyat.

Najib and his ilk have no choice but to clean the slate …….. at least appear to do so in the eyes of the majority.

This is a Herculean task!

Najib is dealing not only with sceptics ……. but also cynics!

No doubt, a few UMNO warlords have dug their heels in ……. along with several cronies and Little Napoleons.

But Najib will undoubtedly have to dig these ‘worms’ out of the wood-work ……. even to the point of using a sharp ended chisel!!

It appears as though Najib is not having to act alone to extricate these ‘rift-rafts’.

Action and plans are already in place to ‘play-up’ situations that would highlight and embarrass those ‘worms’ concerned to vacate their positions!

Word is that many of the people recruited for the action plan are individuals with an axe to grind with those incumbents targetted for removal.

Looks like there’ll be more fire-works …….. after that of the 2012 New Year and Chinese New Year!

YOU SHOULD BE FAIR & CIVIL TO THE PEOPLE ON YOUR WAY UP …… COS YOU’LL BE MEETING THEM ON YOUR WAY DOWN ….. OR YOUR WAY OUT!!



MINISTERS, HEADS OF GLCs & AGENCIES : ARE THEY REWARDED BASED ON ‘SHEER COMPETENCE’ OR ABILITY TO ‘SMOOTHEN CONTROVERSIES’?

Over the past month or so, there have been much news, debate and criticism about the alleged excesses of the Women & Family Development Minister, Shahrizat Jalil ….. involving the cow rearing project that had been awarded to her family company, helmed by her husband and children.

We then had the (not so) surprising announcement from the CEO of Tenaga Nasional Berhad, Che Khalib, expressing his ‘desire’ not to have his contract extended …… apparently due to the inability of the utility company to raise electricity rates in order to cover ever-rising costs.

And then of course, we had to be told by a foreign newspaper that Securities Commission chairman, Zarinah Anwar, will not be having her contract extended ……. allegedly due to the actions of her husband.

The news and speculation have been never ending …… but hold on, don’t these people, from Minister to CEO of a GLC plus a senior securities regulator have something in common?

Yes, they do …….. they have all been effectively appointed by the UMNO led government of Malaysia.

And what do you think their Key Performance Indicators would be every year?

The common KPI for all of them …….. would be to ensure that besides raising their organisation’s profile to a positively higher level, more importantly, the head honchos have to ensure that NO DISREPUTE of a material nature arises in their respective entities.

No material disrepute, conflicts or fall-outs ……. even for those transactions involving parties perceived to have vested interests of the controversial kind.  

They are expected to smoothen these glitches up with the minimal of fuss, full of classy professionalism and articulated in the most convincing manner expected from a person of that ranking.

They are not expected to run rough-shod over their peers and more importantly …… not to use undue leverage in order to obtain compliance (read: justification for their action)  …… lest they risk creating the perception of practising corruption of the subtlest kind!  

Most importantly, they cannot compromise fundamental or sacred issues in order to meet their objectives, notwithstanding its controversial nature!

That would be sacrilege!

Once anyone of them falls into the trap …… of doing exactly what is NOT expected of them …… they become a liability to the very entity that appointed them in the first place i.e. UMNO!

Retaining these ‘out of line’ individuals would tantamount to tying a rope (connected to a slab) around the ‘neck’ of UMNO and throwing that slab into the sea!

Based on the above criteria, it is quite clear as to who UMNO would retain or replace!

I do wonder if this has anything to do with the perception of weakness or compromise amongst Malaysia’s key institutions, agencies and corporations e.g. judiciary, MACC, etc!



EPF : IS THE UMNO LED GOVT STRUGGLING CARELESSLY …… & HOPELESSLY IN MANAGING RAKYAT’S MONIES?

Malaysians are aghast to learn about the UMNO led government’s plan to utilise RM1.5 billion from the country’s pension fund (Employees’ Provident Fund or EPF) as housing loans to Malaysians who do not qualify for such loans from conventional banks!

Talk about risk management!

Of course, this will make UMNO and their ilk look good in the eyes of the ‘down-trodden’ or economically backward Malaysians.

UMNO is desperate to be portrayed as the Robin Hood of Malaysia whereby they ’re-allocate’ (read: steal?) from the “RICH” in order to help the “POOR”!

I didn’t realise that the EPF monies belong to RICH Malaysians only!!

The ‘holding statement’ provided by Najib and his cohorts, when questioned about the deal was that ;-

  • ‘the amount lent is a small proportion of the funds held by EPF’  

  • ‘the value of the houses are much higher than the loan’ 

  • ‘the houses could be easily sold and monies recovered would fully settle the loan’

  • ‘it shows a caring government’!

Boy, talk about a story line bereft of any substance!

Malaysia’s sad financial predicament today is a cumulation of all these ‘small leakages’ during UMNO’s rule especially since Mahathir’s administration.

It has been reported that these housing loans would be provided by a listed company, MBSB Berhad, a subsidiary of EPF.

Since MBSB does not have that kind of money, it obviously has to be transferred from EPF ….. most probably as an advance ….. unless of course, EPF plans to increase its shareholding in MBSB from its current 70% or so stake!

So, is the UMNO led government creating something that is not sustainable …….. similar to the triple-A rated sub-prime loans in the United States that precipitated the devastating 2007 economic crisis?

Are those loans (to those not qualified for conventional loans) from EPF ever going to be repaid?

Or are they to be ‘rolled over’ in perpetuity …….. similar to some of the bonds and private debt securities currently outstanding in the local bond market?

A good indication of this is the extended concession period of the recently awarded West Coast Highway …… to 60 years as compared to normal 30 years in the past.

This means nothing more than ‘paper’ profits attributed to those housing loans ……. and any actual cash payment will just be an exercise involving ‘taking monies out from the left pocket and paying it into the right pocket’!!

In other words, Malaysia is seriously moving to the next level of DENIAL ….. something that is close to the point of no return for EPF’s monies!

Is it no wonder that the Malaysian Chinese have deserted the UMNO led government including its two Chinese based concubines, MCA & Gerakan?

Hey, it’s those blinking Chinese who make up most of Malaysia’s tax payers ……. thereby logically inferring that EPF monies also comprise mainly Chinese contributors in terms of share of those funds.

Chinese are known to be disinterested in the political running of a country ……. so long as the environment and ‘political climate’ is conducive for economic activity and savings, for most of them anyway! 

Now with nearly the entire Malaysian Chinese block not intending to vote for the UMNO led Barisan Nasional, it spells the loss in belief in that political grouping to provide the leadership in running the country, Malaysia!

Until and unless this fundamental GAP is satisfactorily filled, and with the Malay vote split between the ‘haves’ and the decent ‘haves’ and ‘have nots’, the going will only get tougher for the UMNO led government!

DEATHS DUE TO ‘STRESS CRISIS’ – AND THE ONES CLOSEST DO NOT SEE IT ……….. OR REFUSE TO?

When one looks at the ‘Rat Race’ lifestyle that most people live under, it is no wonder that we hear, day in day out, about the ugly outcomes arising from it.

A recent newspaper report about a husband stabbing his wife 35 times in a rage ……. and then falling asleep after the exertion ….. certainly does not make comfortable reading!

I started thinking about the subject, ‘Violence arising from Stress’ after reading about the tragic death (apparent suicide by hanging) of footballer turned manager (of Wales), Gary Speed.

Tragic because he was such a professional in every sense of the word and in whom many tried to emulate.

It became more tragic when the coroner’s findings as to the circumstances leading to Speed’s death appear to point to the stress placed on his marriage and the altercation and text message (contemplating suicide) between Speed and his wife just prior to the incident.

I do recall some expert saying that stress does not kill …….. it is how you respond to stress that may result in tragic consequences, like untimely death!

It is always in the heat of the moment of what seems to be a ‘Gunfight at OK Corrall’ scene whereby ‘all bets are off’, ‘no restraint’ and ‘shoot at sight’ frames of mind prevailing ……… resulting in all hell breaking loose!

Whilst I may stand accused of bias,  it is generally the female species of the human kind that can help alleviate most of these possible volatile situations.

Of course, the male species are not absolved of any responsibility …….. especially in the areas of empathy and ‘communication’.

Bottom line – it is restraint that is required but is something so hard to practice, yet easy to propose and philosophise on!

The alternative?

Well, with ego and sensitivities currently at an all-time high, our words may need to be couched in language acceptable to the troubled!

If that doesn’t work either ……… disappear from the scene for a while ….. enough time for agitated minds to find ‘calm seas’ ahead.

And btw, if you are indeed in the ‘Rat Race’, you are likely to remain a RAT at the ‘end of the race’!!

SIMPLY CONFOUNDING ……. VICE-CHANCELLOR SAYS UNIVERSITY MALAYA WAS & NEVER HAS BEEN GOOD IN THE FIRST PLACE!

Yep, that’s how I would describe it ……… simply confounding!

In order to deflect the World Bank’s 2011 assessment that the standard of University Malaya (or MU as it is still affectionately referred to) had seriously deteriorated, its Vice Chancellor, Ghauth Jasmon responded that the university was never really good ………. if at all, it was due to public perception!

Hey, for crying out loud ……… didn’t he know that most of the time, it is perception that determines reality?

Anyway, who’s he trying to kid?

University Malaya was an institution of world renown then in the 1950s and 1960s. It was known for its research into tropical diseases and its medical graduates held in high esteem.

Dr Mahathir was a product of this institution having graduated with a medical degree, albeit from the Singapore campus!

It is therefore ironic that the rot in University Malaya started to quicken during the Prime Ministership of Mahathir himself …….. that has now caused the World Bank to raise so many sorry red flags as a result of those dwindling standards.

Having a current student population of 27,000 as compared to the 5,000 when Ungku Aziz (the father of current Bank Negara Governor, Zeti) is no excuse for the ‘dilution’ in standards.

The obsession of the UMNO led government to meet the objectives of the 1970s New Economic Policy in a ‘single leap’ has caused so much misery in the country today. 

The race, after all, is not to the swift but to those who keep on running.
